Setting the bandwidth ratio and maximum protection bandwidth

When the traffic exceeds the maximum protection bandwidth multiplied by the bandwidth ratio of a real server, new traffic is not distributed to the real server. When the traffic drops below the maximum protection bandwidth multiplied by the bandwidth recovery ratio of the real server, the real server participates in scheduling again.
